Dear Mr. President:

The undersigned members serving in state legislatures across America respectfully urge you to nominate a Director of the United States Census Bureau without delay.

The Census Bureau has operated without a Senate-confirmed Director since the resignation of Robert Santos in early 2025. With crucial decisions for the 2030 Census already being made, the Bureau needs your appointment of permanent leadership to ensure an accurate, reliable count of our nation’s citizens.

As legislators, we are increasingly concerned that the Census Bureau has drifted from its constitutional mission. The Bureau’s continued reliance on differential privacy, statistical adjustments, and other methodologies that corrupt reported data to distort an actual enumeration of our citizenry has eroded public trust. The removal of the citizenship question from the household census form has empowered the non-citizen population count to deform congressional apportionment and state and federal redistricting.

These crucial, foundational elements of the Census require guidance from a Director who will immediately lay the groundwork for a successful 2030 Census, carefully evaluating reforms including:

• Restoring the constitutional focus on an actual enumeration of our citizens instead of social and political engineering.
• Correcting the Bureau’s use of differential privacy and other statistical methodologies that diminish the accuracy and balance of state and federal redistricting.
• Pursuing lawful avenues to obtain and publish accurate citizenship data so that legislators, policymakers, courts, and the public have reliable information available for our requisite constitutional and statutory purposes.
• Reviewing the accuracy of the admittedly flawed 2020 Census and considering appropriate, lawful corrective measures.
• Improving transparency throughout Census Bureau operations to ensure accuracy in how Census data are collected, processed, reported, and subsequently applied.

Mr. President, your Administration has rightly and consistently emphasized election integrity as a fundamental part of regaining America’s trust in our government. Key decisions are being made at the Census Bureau now that will affect America’s path forward. Nominating a qualified Census Bureau Director at this crucial time is an integral part of ensuring that the 2030 Census accurately fulfills its constitutional purpose.
